Congratulations to political science doctoral student, Kathy H. Rim, on being selected as the 2009-10 UCI Fletcher Jones Foundation Fellow. The honor recognizes Rim for her “past accomplishments, enthusiasm for excellence, vitality, ingenuity, and leadership potential consistent with that exhibited in life by Fletcher Jones.” The accompanying $20,100 prize will support her research on the political behavior and participation of Asian Americans, a topic she has been studying since her days as an undergraduate at UCI. Rim is the fifth UCI graduate student to receive the annual fellowship since it's founding in 2005. Kathy H. Rim was also the 2009 recipient of the Lauds & Laurels Outstanding Graduate Student Award.

Professor Dorothy Solinger's new book, States' Gains, Labor's Losses, takes a comparative look at the impact of global trade on the local economies and government responsiveness in China, France and Mexico
Despite their different economic structures, political party systems and geographic locations, the countries of China, France and Mexico experienced similar spikes in local unemployment levels after joining or preparing to join international trade organizations in the 1980s and 90s. In her new book, States' Gains, Labor's Losses, UCI political scientist Dorothy Solinger takes a comparative look at the sequence of events that followed each country's entry into an international trade organization. She draws a direct link between the nations' decisions to go global and subsequent increases in local unemployment levels as the governments changed policies to coincide with the international economy. She goes on to explain how ensuing worker protests generated variable - and surprising - levels of returns for labor in the three different countries.

Political Science Professor Etel Solingen collaborates with international scholars to impact U.S-China relations. Their findings are detailed in new book, "Power and Restraint: A Shared Vision for the U.S.-China Relationship":
The emergence of the Soviet Union as a rising superpower led to strong competition with the U.S. and a Cold War marked by dangerously tense episodes at its brink including the Cuban Missile Crisis. Whereas some regard the rise of China as leading to a similar pattern, the outcome is far from inevitable, says Professor Etel Solingen.
For the past 2 years, she has collaborated with scholars from the Harvard Kennedy School and the Chinese Academy of Social Sciences to find ways to avoid confrontation by promoting a mutual understanding of the common goals and challenges the two nations face. These include the global financial crisis, international trade, the fate of North Korea's and Iran nuclear programs, global warming, Taiwan, military modernization, and other threats to peace and stability.

UCI's Mock Trial team wins the Championship Spirit Award at nationals tournament, finishing eight in the country.
UCI's Mock Trial team closed out their 2009 season in April with an eighth place finish at the National Championship Tournament in Des Moines, Iowa, beating out teams from Columbia, Duke, Northwestern, Princeton, Dartmouth, Brown and Harvard, among hundreds of others.
The Anteaters' overall team effort and positive attitude earned them the Championship Spirit Award and the title of most sportsmanlike team in the country.
Sophomore Ana Dixit and freshman Tom Collins received All-American Awards, bringing the team's yearlong trophy count to nine team awards, 21 individual awards, and four spirit awards for civility.
"By any measure - be it dominance or decency - the Anteaters have become a national powerhouse," says head coach Justin Bernstein.

Amidst news of U.S. troop shifts from Iraq to Afghanistan, little has been said about the fate of the large number of private security contractors still in country. The lack of news appears to be par for the course, says Deborah Avant, UCI international studies and political science professor, who in a recent study found that for every one “New York Times” story that mentions private security forces, there are 47 that mention U.S. soldiers or troops.
"Just because we don't hear about them doesn't mean they aren't there," she says, adding that the number of contractors performing duties once provided by the U.S. military is greater than the total number of U.S. troops in Iraq. "Private contractors from a global security industry play a significant role in Afghanistan and Iraq carrying out U.S. policy. Most are not U.S. citizens and some carry guns."
In a feature article appearing in this month's “American Interest”, she argues that the lack of information on the private security industry is a significant problem that limits the democratic nature of U.S. foreign policy. The use of contractors, she says, also limits the influence of Congress while the lack of transparency inhibits effective public consent.

UCI political scientist Wayne Sandholtz studies international piracy laws as attacks surge
Pirates are an ancient scourge - having been around as long as people have used the oceans as trade routes - as well as a modern menace. They made headlines recently for hijacking a U.S. cargo ship in the Indian Ocean, taking its captain hostage, and then being killed in his dramatic rescue. This latest attempted takeover of a U.S. flagged cargo ship shows that pirates are determined to continue their exploits, despite intense scorn from the international community.
Professor Sandholtz says maritime piracy highlights the limitations of international law. He is the author of "Prohibiting Plunder: How Norms Change" and the newly published "International Norms & Cycles of Change", which explore the emergence of international rules against wartime looting of cultural treasures.

New book by Professor Wayne A. Sandholtz, political scientist, examines patterns in development of international law.
Details: Case studies include international rules that have outlawed conquest, terrorism, slavery and genocide.
Recent episodes in which modern pirates have seized ships on the high seas have caused the international community to reexamine options for enforcing centuries-old laws that prohibit piracy. In his new book, “International Norms and Cycles of Change”, UCI political scientist Wayne A. Sandholtz and co-author Kendall Stiles examine how such rules against piracy and other international norms from the 1500s to the present emerge and change over time.
